How Do Raw Scores Convert to CELPIP Levels?
Paragon uses IRT statistical equating, so exact cutoffs vary slightly per test form. Ranges are approximate and boundaries may overlap by ±1 point across test versions. Use these as a guide - focus on your target band, not the exact boundary.

What Does Each CELPIP Score Level Mean?
CELPIP scores equal CLB levels (CELPIP 7 = CLB 7, etc.). The descriptors below reflect what each band level means for Listening and Reading, based on Paragon's published proficiency framework. Paragon does not publish a fixed correct-answer-to-band conversion — scores are equated statistically per test form.
| Score | Level | What this score means |
|---|---|---|
| 12 | Advanced Proficiency | Understands complex, nuanced language in virtually all contexts. Full grasp of implicit meaning, subtle register shifts, and low-frequency vocabulary. |
| 11 | Advanced Proficiency | Handles highly complex content in almost all situations. Very rare lapses with highly implicit meaning or extremely specialized vocabulary. |
| 10 | Highly Effective Proficiency | Understands complex, abstract language across a wide range of authentic academic and professional contexts with minimal errors. |
| 9 | Effective Proficiency | Follows complex language in most authentic contexts. Occasional gaps with rare vocabulary, fast delivery, or deeply embedded meaning. |
| 8 | Good Proficiency | Understands moderately complex language in familiar and some unfamiliar situations. Some difficulty with abstract or fast-paced content. |
| 7 | Adequate Proficiency | Understands main ideas and most details in everyday and moderately complex content. Gaps with complex vocabulary or structure. |
| 6 | Developing Proficiency | Follows simple and some moderately complex language in familiar daily contexts. Frequent difficulty with complex topics, fast pace, or non-literal language. |
| 5 | Acquiring Proficiency | Manages simple, direct language in highly familiar situations. Significant difficulty with pace, varied sentence structures, or unfamiliar vocabulary. |
| 4 | Adequate for Daily Life | Limited to very basic, clearly delivered language. Struggles with most everyday listening and reading tasks beyond the simplest level. |
| 3 | Some Proficiency | Grasps isolated words or short phrases in very familiar contexts. Very limited comprehension of connected language. |
| M | Minimal Proficiency | Minimal proficiency or insufficient information to assess. Corresponds to CLB 0–2. |

| Canadian Experience Class (NOC TEER 0 / 1) | CLB / CELPIP 7 | All 4 components | Professional and skilled occupations |
| Canadian Experience Class (NOC TEER 2 / 3) | CLB / CELPIP 5 | All 4 components | Technical, paraprofessional, and skilled occupations |

✍️ Writing & 🎙️ Speaking Scores
Writing and Speaking are scored by certified human raters on the 1–12 scale using four criteria: Content, Coherence, Vocabulary, and Task Fulfillment. Because scoring is holistic and rater-based, there is no direct raw-score conversion table. Focus your practice on writing clearly, staying on topic, and using varied vocabulary.
How the Overall CELPIP Score Works
- Each component (Listening, Reading, Writing, Speaking) is scored on a 1–12 scale.
- There is no single combined score - programs specify per-component minimums.
- Express Entry commonly requires CLB 7 (CELPIP 7) in all four components.
- Canadian citizenship typically requires CLB 4 in Listening and Speaking (CELPIP-General LS).
